An urban adaptation plan is a formal policy document which sets out how a city or local government will prepare for, respond to, and manage the impacts of climate change in a structured and coordinated way. An urban adaptation plan is usually distinct from broader urban climate strategies as it focuses specifically on adaptation to climate impacts, rather than on mitigation of greenhouse gas emissions.

High-quality plans are typically assessed against six principles: a robust evidence base, clearly defined goals, concrete measures, implementation arrangements, monitoring and evaluation mechanisms, and meaningful stakeholder participation.
